Education

Bob was appointed as SCCJ Senior Community Research Associate in January 2014, following 39 years of Nebraska corrections work that included eleven (11) years as a Prison Warden, two (2) as Director of the Douglas County (Omaha) Corrections, and eight (8) years as State Director, Nebraska Department of Correctional Services (NDCS). Both DCDC and NDCS are accredited by the American Correctional Association (ACA). In 2007, NDCS became just the 10th Corrections System in the nation to be 100% accredited by ACA, thereby earning the “Golden Eagle Award”.

Beginning in May 2014, Bob was appointed, and continues to serve, as a Federal Court Monitor for the Los Angeles County Jail in the Rosas v Baca Agreement. The Monitors wrote provisions that modified policies, training, and supervision to improve inmate de-escalation strategies, uses of force, the inmate grievance system, and improve deputy job performance. The Los Angeles County Jail is the nation’s largest jail system.

In 2016, Bob was appointed as a Board Member for the University of Nebraska Medical Center (UNMC)/ University of Nebraska at Omaha (UNO) Institutional Review Board (IRB). He is a faculty member for the School of Criminology and CJ which has students on both the Omaha and Lincoln Campuses. Bob provides advice and training for corrections and related agencies.

During 2017-2018, Bob served as the Lead Consultant for the Association of State Correctional Administrators (ASCA) now named Corrections Leadership Association (CLA). This Association facilitates collaborative projects for the fifty (50) state corrections directors and Directors in the U.S. Territories, the U.S. Bureau of Prisons, and the Nation’s Largest Jails.

In 2017, Doug Dretke, Sam Houston State University and the U.S. Department of State formed a team of five (5) former state directors, to include Bob, that teach foreign corrections leaders from countries that include Mexico, The Bahamas, Jamaica, Surinam, Trinidad Tobago, Columbia and Morocco.  

Bob served for nearly a decade on the Nebraska Crime Commission and the Nebraska Jail Standards Board. He served a 3-year term on the Board for the Women’s Center for Advancement. He was an Audit Chair, and then a commissioner, for the American Correctional Association Standards and Accreditation, has taught courses for the National Institute of Corrections. His areas of concentration include use of force in confined environments, corrections leadership, agency culture, policymaking, training development, restrictive housing policies and practices, team building, and practices that build agency diversity and inclusion.
