Professional Experience and Expertise
Professor Noyes earned a Ph.D. in criminology from Indiana University of Pennsylvania. He has spent a great deal of his career in the corrections field, serving as the director of juvenile court services and then as the director of community corrections in Butler, Pennsylvania. He also served as the director of the Dallas County (Texas) community supervisions and corrections department. Professor Noyes is the founder and past president of the Community Corrections Improvement Foundation, whose purpose is to support the training of community corrections professionals and the needs of specialty courts.
