PERMIT AUTHORITY
The University of Nebraska at Omaha (UNO), through the Board of Regents and its administrative officers, is empowered by the State law (Section 85-106) to establish parking and traffic regulations and to invoke penalties for violating such regulations. Pursuant to authority granted by the State of Nebraska and assignment of responsibilities by the Board of Regents, it is the duty of UNO Parking and Transit Services in partnership with UNO Public Safety to administer and enforce all parking and traffic regulations on properties owned, leased, and/or contracted for use by the Board of Regents.
Parking facilities and permits are managed by UNO Parking and Transit Services. Permits and authorization are issued by UNO Parking and Transit Services to a specific individual or department. Ownership is not transferable and may not be sold, exchanged, given away to any person or department other than UNO Parking and Transit Services.
All permit holders are responsible for reading and understanding all parking rules and regulations as found on this website and for agreeing to abide by them while parking at the University of Nebraska at Omaha (UNO).
Parking permits may not be duplicated, reproduced, or altered in any way without the express authorization of UNO Parking and Transit Services.
VIRTUAL PERMITS, LPR, AND VEHICLE REGISTRATION
UNO uses a virtual permit system. A valid virtual permit is a non-physical permit that is associated to a vehicle license plate state and number and the vehicle description. The license plate of a vehicle parked on campus must be prominently displayed at all times in the front or rear of the vehicle. License plates must be securely fastened in an upright position on the vehicle in the appropriate locations.
UNO uses Automated License Plate Reader (LPR) technology to manage campus parking facilities. The LPR system follows a set of policies and practices in accordance with University rules and regulations. Vehicles must park so a prominently displayed affixed license plate is visible from the patrol vehicle from the adjacent drive aisle.
Accuracy of license plate information, including both plate number and state issued, and vehicle information are necessary to avoid citations. Please contact UNO Parking and Transit Services with any changes by phone 402.554.7275 or email unoparking@unomaha.edu. Failure to do so may result in a citation.
For your convenience, you are able to associate two (2) vehicles with your virtual permit, however, only one vehicle at a time is allowed to park on campus. Please contact UNO Parking and Transit Services with questions.
Valid permits are required on regular enforcement and valid-permit parking days. See the Parking Enforcement Schedule for days when permits are not required, commonly referred to as “open-parking”.
A valid permit is required from 7 A.M. to 7 P.M. (Mondays-Thursdays) and 7 A.M. to 5 P.M. (Fridays) during regular enforcement.
Valid permits have restrictions between the hours of 7 A.M. - 2:30 P.M. for faculty, staff, and commuter students, and between 7 A.M. - 5 P.M. for resident students.
Registering a Newly Purchased Vehicle or Rental Vehicle
Newly purchased vehicles and rental vehicles need to be registered to a current permit. Please contact UNO Parking and Transit Services at unoparking@unomaha.edu or 402.554.7275 for assistance with this. Please do not register in-transit or dealer plates. If the vehicle does not have license plates, please register the complete VIN by contacting UNO Parking and Transit Services. A VIN can only be registered until issuance of a state license plate. After receiving plates, contact UNO Parking and Transit Services to update your vehicle on your account and link it to your permit. If a vehicle is displaying plates, UNO Parking and Transit Services will not look for VINs, and a citation will be issued on a plate if not registered.
If a new vehicle is added, please ensure the vehicle is listed on the active permit on the permits page of MavPark.
STUDENT PARKING PERMIT INFORMATION
Student Commuter Parking Permit Information
Commuter students may only purchase student commuter permits, including surface lots, garages, or night-only permits. Student and GTA permits are purchased on MavPark, and will be posted to MavLink for payment. No money is required up front to purchase a permit.
Student Commuter surface lot permits are restricted to Student Commuter and Mixed surface lots from 7 A.M. to 2:30 P.M. (Mondays-Fridays). After these restrictions end, these permits may park in any general-use space. Student Commuter surface permits are not valid in Resident lots or Visitor spaces.
Student Commuter garage permits can be purchased for the East Parking Garage (EPG), West Parking Garage (WPG), or Pacific Parking Garage (PPG), with limited availability. Student Commuter garage permits are restricted to the garage indicated on the permit from 7 A.M. to 2:30 P.M. (Mondays-Fridays). After these restrictions end, these permits may park in any general-use space. Student Commuter permits are not valid in Resident lots or Visitor spaces.
There are sales limits in place for the East and West Parking Garages. Once those sales limits have been reached, the permits will no longer be for sale, and an announcement will be made by Parking and Transit Services. Those still interested in a limited garage permit after the limit is reached may contact unoparking@unomaha.edu to be placed on a waitlist. Parking and Transit Services will monitor the garages, and if conditions allow, those on the waitlist will be contacted to exchange their permit until the limit is once again reached.
Level 3 (the top level) of the East Parking Garage is not a surface lot. Surface lot permits are not valid to park on level 3 of the East Parking Garage until after 2:30 P.M.
Short-term Day/hour parking is available in Lots A, C, and the seven (7) designated spaces in Lot M, the West Parking Garage (WPG) and Pacific Parking Garage (PPG) all day and East Parking Garage (EPG) after 12:30 P.M. More information on Short-term parking here.
Student Commuter Night-Only permits are valid after 2:30 P.M. Commuter students with Night-Only permits that need to park before 2:30 P.M. may pay-to-park with a short-term permit.
Permanent and Temporary State-Issued ADA Permits
Valid UNO permits are required to park in ADA spaces in UNO lots and garages, in addition to the state-issued ADA permit. If no designated ADA spaces are available, vehicles with valid UNO and ADA permits may park in any open faculty/staff or student parking facility in any general-use space.
ADA permit holders need to register their ADA permit with Parking and Transit Services by sending a photo of their current state-issued ADA permit hangtag and card.
ADA permits must be displayed properly.
Student Resident Parking Permit Information
Resident students may only purchase student resident permits, and must park in resident lots between 7 A.M. - 5 P.M., Monday-Friday. Student and GTA permits are purchased on MavPark, and will be posted to MavLink for payment. No money is required up front to purchase a permit.
University Village/Maverick Village Residents desiring to park on campus must purchase a Dodge Campus Student Resident permit. Dodge Campus Resident permits are restricted to the West Parking Garage (WPG) or Lot L from 7 A.M. to 5 P.M. (Mondays-Fridays). After these restrictions end, these permits may park in any general use space. Dodge Campus Student Resident permits must return to designated Dodge Campus Student Resident lots by 7 A.M. Lot L is restricted to Dodge Campus Student Residents year-round.
Scott Hall Residents desiring to park on campus must purchase a Scott Student Resident surface permit for Lots 10-13 and the Pacific Parking Garage (PPG). Resident permits are restricted to their designated facilities from 7 A.M. to 5 P.M. (Mondays-Fridays). After these restrictions end, these permits may park in any general-use space. Scott Resident permits must return to designated Resident lots by 7 A.M. Entry to Lots 10-13 requires access on a MavCard, granted by the Business Office at Scott Residence Hall. Permanent and Temporary State-Issued ADA Parking Permits
Valid UNO permits are required to park in ADA spaces in UNO lots and garages, in addition to the state-issued ADA permit. If no designated ADA spaces are available, vehicles with valid UNO and ADA permits may park in any open faculty/staff or student parking facility in any general-use space.
ADA permit holders need to register their ADA permit with Parking and Transit Services by sending a photo of their current state-issued ADA permit hangtag and card.
ADA permits must be displayed properly.
PURCHASING A PARKING PERMIT
Permits are purchased online at the MavPark online portal, or at the UNO Parking and Transit Services building during regular office hours. Accurate license plate information, including state and number, and vehicle information, including vehicle identification number (VIN), make, model, and color, is required to purchase a permit.
For UNO affiliated Students, the MavPark site requires a NETID/password to login.
All student annual or semester permit purchases will be posted to MavLink for payment the following business day. Permits not paid within the MavLink billing schedules will risk late fees. A hold will also be placed on the MavPark account to stop future permit purchases until the past permit is paid.
After purchase, a notification of permit purchase and details of the permit will be issued the following business day to the registered UNO email address of the purchaser.
It is the responsibility of the permit holder to contact UNO Parking and Transit Services with any changes to plate or vehicle information. Registering a license plate or vehicle information inaccurately or failing to register a plate or vehicle prior to parking on campus will result in a citation.
A license plate may only be registered on one (1) account, not multiple accounts, at a time.
While multiple vehicles may be registered to the account, only two (2) vehicles can be linked to one active permit, including rental and temporary vehicles when needed. When a vehicle is no longer used, it should be removed from the account. Two (2) vehicles sharing one (1) permit cannot be parked on campus at the same time to avoid a misuse of permit citation.
Students may purchase only one (1) active long-term permit, annual or semester.
Anyone seeking to purchase a permit must clear all outstanding citations prior to purchasing a new permit.
To exchange or upgrade a permit, submit a request at UNO Parking and Transit Services, or email unoparking@unomaha.edu. Requests may take twenty-four (24) hours to process. An email with the new permit details will be sent the next business day after processing.
Returned Check Policy
Individuals who stop payment on checks used to pay parking fees or fines, or who write insufficient funds checks for parking fees or fines, will automatically be deemed a nuisance violator.
The permit renewal will be held. The individual will be required to pay with cash or money order to satisfy the amount of the check and any additional violation penalties or fees. The returned check fee is thirty dollars ($30).

Note: Annual permits are valid from 8/1 through 7/31, covering fall, spring, and summer. Semester permits are only valid for the named term: fall (first day of classes to last day of finals), spring (first day back from winter break to last day of finals), and summer (Monday after spring finals through 7/31).
RECIPROCAL PARKING PERMIT PROGRAM (UNK, UNL, UNMC) INFORMATION
Other NU campus student parking permit holders (UNK, UNL, or UNMC) coming to UNO
All valid student permits issued by UNK, UNL and UNMC to actively enrolled students doing coursework on those campuses will be honored in student and mixed surface lots at UNO, but the permit holder must register a reciprocal permit with UNO, at no additional cost. This student reciprocal permit is only valid for a student whose coursework requires them to travel to UNO to attend class or advance their coursework. A reciprocal permit will not be issued if there are any outstanding UNO parking citation fees.
For UNK student permit holders needing to park at UNO to perform coursework, email UNO Parking and Transit Services at unoparking@unomaha.edu, and include a photo of your current student permit along with your vehicle information, including VIN, make, model, color, and license plate with state issued, and the term needed.
For UNL student permit holders needing to park at UNO to perform coursework, email UNL Parking and Transit Services at unlpts@unl.edu.
For UNMC student permit holders needing to park at UNO to perform coursework, email UNMC Parking Services at parking@unmc.edu.
Reciprocal student permits are valid in and restricted to student commuter and mixed surface lots from 7 A.M.-2:30 P.M. (Mondays-Fridays), including lots F, G, H, K, N, Y, Z, 2, 5, 9(S), and 14. After these restrictions end, these permits may park in any general-use space in any UNO parking facility. See Campus Maps for locations of parking facilities relative to buildings.
Reciprocal permits are not valid in pay-to-park lots A, C and the designated pay-to-park spaces in other lots from 7 A.M. to 7 P.M. (Mondays-Fridays). All vehicles must pay with the Park Omaha App in these spaces. Reciprocal permits are not valid in Visitor lot 3, Resident clubhouse lots, lot 8, lot O, nor any excluded areas.
UNO student parking permit holders going to other NU campuses (UNK, UNL, or UNMC)
All UNO reciprocal permit holders will be subject to the parking restrictions and regulations of the campus they are visiting. Advance notice is required for a smooth experience. Requests on the day of need are not guaranteed.
UNO student permit holders needing to park at UNK to perform coursework, will need to visit the UNO Parking Services Building to receive a hangtag that will be honored at these campuses.
UNO student permit holders needing to park at UNL or UNMC to perform their coursework, will need to email unoparking@unomaha.edu to set up a permit that will be honored by the respective campus.
NOTE: UNMC has recently adopted LPR and virtual permits, so hangtags will no longer be accepted.
PARKING PERMIT CANCELLATIONS, EXCHANGES, AND REFUNDS
Parking Permit Cancellation Policy
Students are responsible for canceling their own parking permits if needed. UNO Parking and Transit Services will not cancel parking without the student's consent and request by email to unoparking@unomaha.edu.
Student/GTA Refunds and Exchanges
To exchange/upgrade a permit, a refund will be issued on the current permit based on the refund policy. After a refund is issued, the individual requesting the upgrade may purchase the new permit online.
Refunds will not be issued if outstanding citations or permit fees remain on MavPark or MavLink. Students that seek to cancel their permit before expiration must contact unoparking@unomaha.edu.
To obtain a refund, contact UNO Parking and Transit Services at unoparking@unomaha.edu. No Refunds are provided for daily/hourly permit options.
Student/GTA refunds for a permit purchased on or before the first day of each semester will be eligible for a prorated refund within the first five (5) weeks of the semester it is purchased.
- The first (1st) and second (2nd) week refund will be 100% of the original fee.
- The third (3rd) week refund will be 75% of the original fee.
- The fourth (4th) week refund will be 50% of the original fee.
- The fifth (5th) week refund will be 25% of the original fee.
No Student/GTA refunds will be issued after five (5) weeks from the start of the semester.
Student refunds for a permit purchased mid-semester or summer will be made within the first two (2) weeks of the date of purchase for 100% of the purchase price. No refunds will be issued after two (2) weeks.
Outside of the prorated time frames listed, full or partial year refunds will only be approved for December graduates, military assignment, or medical withdrawal. Documentation will be required.
