Scope

Applies to any University of Nebraska at Omaha (UNO) student who cannot attend school due to “military service” as defined below.

Policy Statement

In compliance with federal regulations, 34 C.F.R. § 668.18 and the Department of Defense (DoD) Voluntary Education Partnership Memorandum of Understanding (MOU), UNO will promptly readmit service members with the same academic status as they had when they last attended or were accepted for admission to a program that was interrupted due to a uniformed service obligation.

Reason for Policy

To minimize academic disruption caused by military service requirements and to ensure eligible service members have ability to complete education programs without loss of academic standing or progress in compliance with federal regulations and DoD Voluntary Education MOU.

Procedures

The student must notify UNO of their military service and intention to return to UNO as follows:

Notification of military service – The student (or an appropriate officer of the armed forces or official of the Department of Defense) must give oral or written notice of such service to the UNO Military Connected Resource Center (MCRC) as far in advance as is reasonable under the circumstances. This notice does not have to indicate whether the student intends to return to UNO. No notice is required if prevented by military necessity, such as service in operations that are classified or would be compromised by such notice. In these instances, at the time of seeking readmission, the student may submit an attestation of military service that necessitated his absence from UNO.

Notification of intent to return to UNO – The student must also give oral or written notice of an intent to return to UNO to the UNO MCRC no more than 5 years from the start of the absence. The MCRC will then request the readmission with the UNO Registrar. The UNO Registrar will open the student’s matriculation and provide an Early Enrollment appointment. A student who fails to request readmission within these periods will be subject to the school’s established readmissions requirements.

Definitions

Military service: Voluntary or involuntary service in the armed forces, including service by a member of the National Guard or Reserve on active duty, active duty for training, or full-time National Guard duty under federal authority, for a period of more than thirty (30) consecutive days under a call or order to active duty of more than thirty (30) consecutive days. This does not include National Guard service under state authority. (Military service is equivalent to “services in the uniformed services” as defined at 34 CFR 668.18.)

Service member: Someone who is a member of, applies to be a member of, performs, has performed, applies to perform, or has an obligation to perform, service in the uniformed services.

Appropriate officer: A warrant, commissioned, or noncommissioned officer authorized to give notice by the military service concerned.

Armed Forces: The U.S. Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard.

Active duty: Full-time duty in the active military service of the United States. Active duty includes full-time training duty, annual training duty, and attendance, while in the active military service, at a school designated as a service school by law or by the Secretary of the military department concerned. Active duty does not include full-time National Guard or Air National Guard duty.
