Subaward Requirements

Outlined below are the submission requirements for including another organization as a subaward (subrecipient) on a proposal UNO (prime or lead grantee) is submitting to a prime sponsoring agency.

Also detailed are the submission requirements for when UNO will be included as a subaward on a proposal that another organization is submitting to a prime sponsoring agency.


Your Grants Coordinator will check the FDP Expanded Clearinghouse institution website list*** to see if any of our subs are Participating Institutions. The Grants Coordinator will request, review, and upload all required sub-institution documents into NuRamp.

UNO (Lead) Proposal includes a Subaward (subrecipient): Following documents are required prior to NuRamp routing:

If the sub is a participating institution:
  • Letter of Intent (LOI) format for project-specific information and authorized signature
  • Statement of Work (SOW)
  • Budget and Budget Justification in sponsor required format
If the sub is not a participating institution:
  • Ask sub institution to complete our subrecipient commitment form (or provide their institutional equivalent)
  • Statement of Work (SOW)
  • Budget and Budget Justification in sponsor required format

UNO is being included as a subaward (subrecipient) on another entity's proposal: Following documents are required:

If the prime(lead) applicant is a participating institution:

  • UNO letter of Intent (LOI) format for project-specific information and authorized signature
  • Create a project statement of work (SOW)
  • Budget and Budget Justification in sponsor required format

If the prime(lead) applicant is not a participating institution:

  • UNO LOI format or the prime applicant's own format, if required
  • Create a project statement of work (SOW)
  • Budget and Budget Justification in sponsor required format

If you are uncertain whether to classify your or another group’s participation in a project as a subaward, vendor, or consultant, please review the following attachment for more information about each of these roles: External Entity Checklist

Please note, there may be additional documents required when including consultants in your proposal. Work with your Grants Coordinator to ensure all requirements are met.

***Several universities are members of the Federal Demonstration Partnership’s Expanded Clearinghouse initiative. The organizations participating in this initiative have made much of the information commonly required between organizations in order to establish a subaward available on the FDP expanded clearinghouse website, precluding the need to collect this information between organizations at the proposal stage.
