Felicia Sullivan

Biography

Felicia Sullivan, Ph.D., serves as Director of Data & Insights at Big Brothers Big Sisters of America (BBBSA), where she helps a national network of more than 230 agencies turn program and impact data into actionable learning. Her work focuses on research, evaluation, measurement, and data storytelling to strengthen programs and advance young people’s belonging, opportunity, and long-term success.

She brings extensive experience in research, evaluation, and organizational learning across the nonprofit, education, and workforce sectors. Prior to joining BBBSA, Felicia served as Director of Research & Insights at Jobs for the Future (JFF), where she led strategic learning and equity-centered research and evaluation across initiatives in skills-based hiring, technology-enabled learning, career navigation, and education and workforce systems. She also developed an organization-wide impact measurement system and partnered with organizations including Google, edX, and Verizon, as well as state and local education and workforce leaders.

Earlier in her career, Felicia conducted and led research at Tufts University’s Center for Information and Research on Civic Learning and Engagement (CIRCLE), focusing on youth civic engagement and participation, civic education policy, and efforts to expand opportunities for young people historically underrepresented in civic and political life.

Felicia holds a Ph.D. in Public Policy from the University of Massachusetts Boston, an M.A. in Media Studies from The New School for Social Research, and a B.A. in Government from St. Lawrence University. She also holds a Graduate Certificate in Educational Research Methodology from the University of Illinois Chicago.
