Jiyun Baek is a doctoral student in Public Administration at the University of Nebraska at Omaha. She holds both an undergraduate and a master's degree from Yonsei University in Seoul, South Korea, where she established a strong academic foundation in organizational behavior and human resource management.
Her current research focuses on digital governance, with particular attention to how emerging technologies—such as artificial intelligence and algorithmic systems—reshape institutional values, structures, and decision-making processes in the public sector. She is especially interested in the normative and practical tensions between democratic publicness and administrative efficiency within technology-driven governance.
Her work also examines how institutional design can advance fairness, transparency, and inclusiveness in digitally transforming organizations. In addition, she explores how leadership practices, performance systems, and organizational culture influence bureaucratic adaptability and innovation. Through this research, she aims to contribute to the development of equitable, accountable, and future-oriented public governance.
