Ryan Rouse is a doctoral candidate in the School of Public Administration at the University of Nebraska at Omaha. His dissertation investigates the unconscious dynamics of public administration, understanding it as a system of production that shapes identity, desire, and behavior. Drawing on psychoanalytic theory, his research explores how the convergence of administrative practice, capitalism, and emerging technologies such as artificial intelligence and algorithmic governance produces and regulates desire. His work examines how these forces transform the nature of public administration and the conditions of human agency.Education
