Bio

Andres is a PhD candidate. His B.A. is in Political Science, and he holds a master's degree in Local Development. His career has focused on the policy-making process and the impacts of policy on development, migration, and citizen security.

Before coming to UNO, Andrés had extensive experience in academia, government agencies, and international organizations. As a consultant for FLACSO, Andres studied Colombia and Ecuador’s security policies and their impact on the border communities. Andrés supported the implementation of public policy at both the local and national levels in Colombia. He joined and led teams in various areas, including reparations for conflict victims, security, income generation, and humanitarian demining.

Andres is passionate about policy processes in Latin America. Currently, he is working on his doctoral dissertation, which examines the interaction between international organizations and the state through the case study of the Temporary Protection Statute for Venezuelan Migrants (TPSV) in Colombia, leaning on the Multiple Streams Theory.

My teaching experience has focused on public policy theory, state theory, and public sector management, which I have delivered in both in-person and online formats.

I have served as an adjunct professor in academic institutions in South America, like the Postgraduate School of the National Police in Colombia and the University of Cuenca in Ecuador. Currently, I serve as an Adjunct Professor in the School of Public Administration at the University of Nebraska at Omaha (UNO), where I deliver the "Leadership and Administration" course for undergraduate students.
