About

Dr. Harely Barmore is the Director of UNO’s Military-Connected Resource Center and a retired Military Officer, having served over 21 years in the U.S. Air Force. Harley leads UNO’s community of veterans, military family members, active duty, National Guard, and reserve members attending as undergraduate and graduate students as well as serving as an informal mentor to our Air Force and Army ROTC program participants.

Harley grew up in an Air Force family, with both his mother and father serving in uniform. After high school, He joined the ROTC program at Northern Arizona University (Det 027) and earned his commission in the Air Force. After 8 years on active duty, Harley joined the Nebraska National Guard.

Harley Finished out his military career as the Chief of Flight Safety for the Nebraska Air National Guard’s 170th Group. Just prior to that, he served as Deputy Commander for the active duty 55th Maintenance Group. There, he was responsible for organizing, training, and equipping 1,200 assigned active duty, civilian, and contract personnel to maintain and generate twenty-nine C-135 special mission aircraft and provide maintenance support to four E-4B National Airborne Operations Center aircraft worth 7.2 billion dollars. He is also responsible for executing an annual budget of 9.3 million dollars and a flying hour program of over 14,000 hours in support of high-priority Joint Chiefs of Staff-directed taskings globally. The personnel within this group maintain all assigned and transient aircraft and equipment as well as develop maintenance plans, which support worldwide intelligence, surveillance and reconnaissance, Airborne Command Post, and National Airborne Operations Center missions. Additionally, Dr. Barmore served as an Active Guard and Reserve (AGR) Evaluator Navigator in the 238th Combat Training Squadron (CTS), 170th Group, at Offutt AFB, Nebraska. The 238th CTS provides Total Force integration of Air National Guard personnel into the 338th Combat Training Squadron, the RC-135 Formal Training Unit (FTU).

Now a new Lieutenant, Harley graduated with a Bachelor of Arts degree in Liberal Studies from Northern Arizona University and received his commission from Air Force Reserve Officer Training Corps in 2000. He then attended Specialized Undergraduate Navigator Training (SUNT) at Randolph AFB, TX.

His first operational assignment was to the 343rd Reconnaissance Squadron at Offutt AFB, Nebraska, where he served in Tactics Flight. He then moved to Standardization and Evaluation (Stan/Eval) Flight working as a Standardization and Evaluation Liaison Officer (SELO). He later upgraded to an instructor and was placed on evaluator orders allowing him to serve his squadron as a Stan/Eval Navigator Flight Examiner. His final move with the 343rd was to Training Flight as the only Instructor Navigator. In 2007, Harley was reassigned to the 338th Combat Training Squadron at Offutt AFB, Nebraska where he served as Stan/Eval Navigator Flight Examiner before being promoted to the Chief Navigator Instructor for the FTU. He then went on to serve as Executive Officer to the 55th Operations Group Commander. In 2009, Harley became a member of the Nebraska Air National Guard joining the 238th Combat Training Squadron at Offutt AFB where he served in Training Flight as a Central Flight Instructor Course (CFIC) qualified Instructor and Evaluator. Now a Major, Barmore was selected to attend the Electronic Warfare Officer School back at Randolph AFB, TX as part of a pilot program integrating Combat Systems Officers into the RC-135. He also is a graduate of Accelerated Aircraft Maintenance Officer School (AAMOC) at Sheppard AFB, TX, and Aviation Mishap Investigation Course at Dyess AFB, TX. Harley has also served as the deployed Director of Operations for the 82nd Reconnaissance Squadron at Kadena AB, Japan, as RIVET JOINT Liaison Officer to USSOUTHCOM at the 612th Air and Space Operations Center, Davis-Monthan AFB, AZ, and as the 55th Liaison officer to USSTRATCOM, working with the Nuclear Crisis Action Team in the Global Operations Center. He has participated in contingency operations including Operations ENDURING FREEDOM and IRAQI FREEDOM.

Dr. Barmore finished his career as a Master Navigator and Electronic Warfare Officer and amassed more than 3,100 flight hours including over 550 combat hours.

He retired on 1 June 2022 to join his new family here at UNO. Dr. Barmore is a life-long learner, teacher, military veteran, and award-winning instructor with experience teaching students of various levels of age, competencies, and experience.
