Executive Summary
The University of Nebraska at Omaha (UNO) is preparing to safely resume in-person teaching and learning for the Fall 2020 Semester beginning Aug. 24, 2020. This document is a summary of the plans for the Fall Semester as of July 28, 2020. Five working groups comprised of 98 members of the UNO community – students, faculty, and staff worked diligently to create safe and thoughtful recommendations.
UNO takes the health and safety of our campus community very seriously. As United States and global health officials continue to address the spread of novel coronavirus and COVID-19 infection, health and emergency preparedness officials at UNO, the Douglas County Health Department, university, and government partners continue to drive the direction of safe return. To lead this effort, the Office of Health Security was created. For additional information, UNO’s official updates can be found on the Recent Announcements page.
Expectations
UNO students, faculty, staff, and visitors are expected to follow the guidelines specific to COVID-19 as outlined in this document or updated on the UNO website.
Cloth masks are available for faculty, staff, and students. MavIGATION Stations to disperse disposable masks.

Additional stations may be added throughout the semester.
Hand sanitizer stations are strategically placed around campus and maintained by Environmental Services. Classrooms and labs will also have disinfecting wipes available for use and will be maintained by Environmental Services. It is important to encourage constant disinfecting of personal space in the classrooms and labs, as Environmental Services will not be able to clean each classroom or lab between sessions.
Facilities will display educational materials and signs in common areas, such as the garages or building entrances, around campus. Please be sure to order COVID-19-related supplies and print signage specific to your department. To order COVID-19-related supplies, please log into eSHOP.

Personal Responsibility
In March, Chancellor Gold wrote in a message to the campus community, “Our UNO family also is on a journey together. Our family is truly super strong, we care deeply for each other and we will unquestionably pull together on this journey!” While no one could have predicted the turbulent journey this has been, we must continue to stay safe and resilient through another phase of making history.
Together, we will continue to transform and improve the quality of life locally, nationally, and globally.
UNO students, faculty, and staff have a critical role in reducing the spread of COVID-19. Here are two ways we can protect each other and keep the UNO community in good health: following the Interim Face Covering Policy and acknowledging the Maverick COVID Commitment.
Fall Planning for Students, Faculty, Staff, and Visitors
Maverick Covid Response
The Maverick Covid Response site is the central hub for news, resources, tools, and communications about COVID-19 and planning for the Fall 2020 semester. This site is updated daily and is the best first-stop for questions you may have about how this fall will look.
Returning to Campus
The ongoing guidance for students, faculty, and staff at UNO includes:
- There should be strict adherence to the University of Nebraska and UNO campus policies and procedures, as well as the Nebraska Department of Health and Human Services Directed Health Measures. Because guidance for COVID-19 is evolving, notifications will be sent to the campus community when policies and procedures change.
- Employees who need or prefer to work in a remote setting are able to continue to do so, after discussion with their unit leaders, supervisors, and Human Resources.
- Using an approved screening tool, such as the 1-Check self-screening app, each day before coming to campus. Stay home if you are exhibiting COVID-19 symptoms, have been in direct contact with someone who has tested positive for COVID-19, and/or is generally not feeling well.
- Maintain a physical distance of a minimum of 6 feet, especially in smaller spaces (e.g. elevators, restrooms, offices, and dining facilities).
- Wear a face covering in accordance with the interim face covering policy.
- Maintaining good personal hygiene habits and washing hands thoroughly and/or frequently using hand sanitizer. Hands should be washed for a minimum of 20 seconds (approximately the length of time it takes to sing “Happy Birthday” to oneself twice).
- Personnel should assist in environmental cleaning by promptly washing surfaces that might have been contaminated by bodily fluids (i.e., one should disinfect their desk if they happen to sneeze on it). If the ability of the individual to accomplish such cleaning is limited, contact Environmental Services personnel.
Regular and Routine Self Screening
All members of the UNO community should consider the health and safety of each other and
themselves. Therefore, all students, faculty, and staff are expected to comply with basic
principles of self-monitoring, as well as any policies, protocols, and guidelines outlined here.
Students, faculty, and staff should self-monitor and acknowledge that you do not have signs
and/or symptoms of COVID-19 before coming to campus each day through the use of the self-screening
tool 1-Check app. Nebraska Medicine’s screening for COVID-19 web-based symptom tracker can also be used. You may also consider taking your own temperature each day before coming to campus. Anyone showing signs or symptoms including a temperature greater than 100.4 F or 38 C should stay home and consider seeking medical advice.
By coming to campus, you are acknowledging that you have completed the self-monitoring
requirements confirming you have no signs/symptoms of COVID-19.
If you experience symptoms of COVID-19 (without a separate known cause, e.g. asthma,
allergies, etc.), then you should not come to campus. In addition, if you develop symptoms while on campus, please separate from others and leave campus in a manner that reduces any contact with others. In either case, please communicate with your supervisor, dean, program head, or department chair.
If you develop symptoms, please contact your primary care provider. Students may contact the Nebraska Medicine-UNO Health Center at 402.554.2374. Testing resources are also available through Test Nebraska or Test Iowa.
Gatherings (Events and Meetings)
The following guidelines for events have been developed to help ensure the health and safety of the campus community. It is important to note that these guidelines may be modified as the COVID-19 situation and corresponding federal, state, and local guidance continues to evolve.
Campus-specific gatherings (events and meetings) can resume August 14.
Community gatherings (events and meetings) on campus can resume September 1.
- All gatherings (e.g. events, meetings, productions, etc.) on or off campus with 11 or more people will require senior administration approval.
- All gatherings will need to be submitted for approval via an online registration form.
- All gatherings need to adhere to the 30 days advanced scheduling for events outlined in the existing Facility Usage Policy for any campus gathering of 11 people or more.
- Events involving youth should be limited for fall 2020. Exceptions are available only for essential events and must be approved through the associated SVC or VC and the Office of Health Security.
- All on- and off-campus approved gatherings must follow adequate physical distancing and face covering usage.
Overview of New Process for Fall 2020
The steps below apply to gatherings of 11 or more. Food at Gatherings
Food service at events should be significantly limited and where possible avoided.
As a part of the event registration process, any proposed food must be approved by the designated senior administrator.
For campus events with food, the following guidance is strongly encouraged:
- All food distributed should be individually packaged or
- Food served is plated or buffet-style is served by staff, not guests
- Beverages should be individually packaged (e.g. can of soda, bottle of water, or juice)
- Use single directional flow for served buffet lines or concessions
- Catering team/event lead designates a sanitation lead to monitor any food distributed at an event
- Use signage, floor decals, and/or tensile barriers to guide flow for food lines at an event to ensure proper physical distancing and directional flow
Distribution of food through bake sales, selling of franchise food items as fundraisers, or pot lucks will not be allowed for the fall semester.
Expectations for Guests at Events
Sponsoring units are fully responsible for ensuring their gathering is safely conducted and complies with guest guidelines and expectations.
Sponsoring units must acknowledge that all guests associated with their event will:
- Wear a face covering during the event and in any common spaces
- Maintain appropriate safe distances (physical distancing) when interacting with others
- Be encouraged to practice good hygiene by washing hands with soap and water often for 20 seconds or use hand sanitizer
- Be instructed to stay home if the day of the event they or a member of their household is sick
- Need to complete the self-assessment through the 1-Check app or a similar mechanism the day of the event
- If someone who attended the event is diagnosed with COVID-19 within 2-weeks of the event being offered, the sponsoring unit will notify the Office of Health Security at unohealthsecurity@unomaha.edu

Travel
Prior to Travel
For the continued safety of all UNO staff, faculty, and students the following recommendations
are made:
Students, faculty, and staff should follow travel-approved guidance described in the current
UNO policies, which can be found at unomaha.edu/news/coronavirus/announcements.php
Broader University-system guidance can also be found in the University System’s
Executive Memorandum #25. Consideration for travel approval should also incorporate the CDC and/or State Department guidelines and recommendations.
Return from Domestic Travel
Upon return from any travel, domestic or international, the traveler will follow all
screening, testing, and quarantine guidelines determined by UNO COVID-19 travel restrictions
Travelers will use the 1-Check App for self-screening to determine their risk. If the traveler is determined to be at elevated risk by the 1-Check app, contact your primary care provider. Students may contact the Nebraska Medicine-UNO Health Center at 402.554.2374. Testing resources are also available through Test Nebraska or Test Iowa.
If the traveler is required to go into self-quarantine or self-isolation, the traveler should notify the Office of Health Security at unohealthsecurity@unomaha.edu. Additionally, quarantined or isolated travelers should use a standardized wellness screening and/or testing system such as the 1-Check app or Test Nebraska or Test Iowa prior to returning to campus for any reason.
Returning from International Travel
All students, faculty, and staff returning from international travel also are advised to use the 1-Check mobile app to monitor symptoms and will need to continue to observe a full 14-days of self-quarantine following CDC and Douglas County Health Department guidelines. This directive is subject to change.
If the traveler is required to go into self-quarantine or self-isolation, the traveler should notify the Office of Health Security at unohealthsecurity@unomaha.edu.
For this reason, international students are advised to arrive a minimum of a full two (2) weeks prior to the beginning of classes to allow for self-quarantine.
MavIGATION Stations
There will be new MavIGATION Stations added for customer service, information about office hours/contact information, locations to study areas with WiFi, and to provide a place where extra face coverings and hand sanitizer will be located. All MavIGATION Stations will be staffed by student leaders who have been trained specifically for this task.

UNO Campus Safety
Face Coverings
Beginning August 3, 2020, all UNO faculty, staff, students, and visitors (including contractors, service providers, and others) will be required to use a facial covering at all times when indoors (including elevators) on the UNO campus, with the following exceptions:
- When eating; however, social distancing practices must be observed.
- When alone in a room
- When in a motor vehicle alone or only with members of your household
- When an alternative is necessary as indicated by a medical professional during patient care*
- When in one’s assigned apartment or residence hall roo
- When the task requires the use of a NIOSH-approved respirator
- When pertaining to children under the age of two (2)

Leadership at the University of Nebraska at Omaha (UNO) has purchased black reusable cloth face masks to be distributed to students, faculty, and staff in preparation for a return to in-person teaching, learning, and working. The masks are black and feature an embroidered Maverick logo as well as the phrase “Maverick Strong.”
Each mask will cover the wearer’s nose and mouth while elastic bands on either side loop over an individual’s ears to keep the mask in place. All students, faculty, and staff members will be provided with two reusable cloth masks at no charge with additional masks available for purchase.
Social Distancing
Students, faculty, staff, and visitors are expected to maintain social distancing of 6 feet to avoid being exposed to or spreading COVID-19. The UNO Fall 2020 plan includes approaches that account for social distancing in classrooms, offices, and public areas throughout the campus. This guidance takes into consideration the Nebraska Department of Health and Human Services Directed Health Measures.
Work from Home
Employees who need or prefer to work in a remote setting are able to continue to do so, after discussion with their unit leaders and supervisor. A remote work arrangement is an option that allows an employee to work at home or another alternative off-site location, for a specified number of hours per week, month, etc. For more information visit the UNO Human Resources website.
For faculty, the individual decisions to work from home and teach classes online or remotely were made prior to July 15 when course schedules were finalized and communicated to students. Modifications to this course schedule must be made with the relevant dean and the Office of the Senior Vice Chancellor, with an appropriate communication plan for students impacted by these changes.
Building Access
Buildings on campus are being prepared for the return to campus this fall. The UNO Building Access webpage is continually updated with building-specific guidance and is a great resource to check before planning a stop on campus.
Sanitation Measures/Cleaning and Disinfecting Protocols
UNO has implemented enhanced cleaning and disinfecting measures for workspaces, labs, and common areas. While UNO Environmental Services have worked hard to accomplish such enhanced disinfection, students, staff, and faculty are expected to assist in the cleaning of their personal spaces. If you sneeze on your desk, we ask that you clean it. If appropriate means of cleaning are not available, we ask that you contact Environmental Services. As policies are revised, training continues to be conducted and additional measures will be established to ensure proper cleaning and disinfection are taking place across the UNO campus.

Assessing your Work Space
Keeping individuals who work and visit your department or unit safe is a top priority. Arranging furniture to promote physical distancing, setting up controls for entrance and exits, and having disinfecting wipes available will promote safety.

Assumption of Risk
COVID-19, the virus responsible for the current global pandemic, is a highly contagious and potentially lethal virus. Its spread continues in many areas of the world and the United States, including Nebraska.
The University of Nebraska is engaged in numerous efforts to prevent, mitigate, and respond to the continued spread of COVID-19 in Nebraska and our campuses. Efforts include increased cleaning, implementation of mask-wearing protocols, social distancing measures, use of the 1-Check app, and other recommended mitigation strategies. Despite the university’s best efforts, it is impossible to eliminate the risk of positive cases or an outbreak on our campuses. We cannot guarantee that people present on our campuses will not be exposed to and become infected with COVID-19. The risk of exposure and possible infection is real and present in any community environment where large numbers of people are regularly interacting, particularly when they do not adhere to the established protocol that includes wearing masks when in public and frequent hand washing.
Recent research suggests the virus likely spreads by respiratory droplets released when people talk, cough, or sneeze. The University continues to follow the guidance of the CDC and local health departments and medical experts. Scientists and medical doctors continue to learn more about the virus and look for possible treatments and vaccines, although there is no vaccine currently available. Again, the University will do its utmost to reduce the risk and mitigate the effects of this virus, and we need for every member of our University community to do likewise.
UNO Office of Health Security
The newly formed UNO Office of Health Security (OHS) has responsibility for ensuring institutional compliance with local, state, and national laws policies recommendations and/or guidelines. The OHS works closely with the Douglas County Health Department. The OHS serves as the coordinating hub for the development of campus policies and procedures that help to ensure the wellness and safety of faculty, staff, students, and visitors. The OHS works to ensure accessibility of resources devoted to public health and safety for individuals from traditionally underserved communities and individuals with disabilities.
The OHS will provide timely information to students, faculty, and staff and offer counsel related to public health. The OHS will develop and distribute standard operating procedures that detail actions to be taken if a learner, faculty, staff, or visitor is symptomatic for COVID-19, or otherwise has questions or concerns about COVID-19. The OHS will also serve as a practicum site for public health students.

Management of Suspected or Confirmed COVID-19 Individuals and Exposures on Campus
Please read about the importance of self-quarantine and social distancing.
Additional guidance on COVID-19 for faculty, supervisors, and administrators will be provided by the UNO Office of Health Security through the UNO COVID-19 Guidelines. The guidelines will assist individuals on how to properly manage the risk of COVID-19 in their area and include procedures for notification, messaging, quarantine and isolation, cleaning precautions, and return to work guidelines.
Faculty who must quarantine must develop contingency plans for their courses, with either substitute instructors coordinated by their department, or alternate teaching modalities that allow for remote/online work during the quarantine period. These adjustments should be coordinated at the department and dean level.
Confidentiality is imperative. Please do not disclose the identity of individuals who report symptoms, exposures, or positive cases with others in your departments, units, or classes.

Screening and Testing for COVID-19
Students, staff, faculty, and visitors should use the 1-Check app or the Nebraska Medicine Symptom Tracker as described above daily before coming to campus.

Counseling and Psychological Services (CAPS)
Counseling and Psychological Services is dedicated to working with students to provide services that can assist with challenges that have impacted their overall well-being. These could include adjusting to life events, relationship issues, and mental health changes. Some of the ways this can be accomplished are through individual or couples counseling as well as psycho-educational groups.
Enrolled students may call the main number at 402.554.2409, Monday through Friday, 8 A.M. - 5 P.M., to schedule an appointment which can be done by phone and, in some cases, by Zoom.
As always, UNO students experiencing an After-Hours Emergency may contact 402.554.2409 and press "2" after the prompt to be connected with a licensed counselor. CAPS counselors also continue to be available for faculty/staff consultations if needed.
Faculty and Staff Employee Assistance Program (FSEAP)
UNO has contracted with Faculty and Staff Employee Assistance Program to provide confidential counseling and referral services to benefit-eligible faculty and staff and their eligible dependents. The program provides five (5) counseling sessions for you and your eligible dependent family members.

UNO Emergency Loan Fund
The University of Nebraska at Omaha recognizes that some employees may be experiencing financial difficulty during this time. We want to make sure that staff and faculty are aware of an additional option for assistance in the form of the UNO Emergency Loan Fund.
This fund is available only to UNO employees and is a 0% interest loan to be paid back through payroll deductions over the course of one (1) year or less. Employees can apply for this assistance using this form.
Unlike the University of Nebraska Emergency Assistance Fund, this is available to employees at any time.

Behavioral Review Team (BRT)
For non-emergency COVID-19 concerns, including compliance with the face covering policy, please report your concerns using the Report Now link for the Behavioral Review Team.
All members of the UNO community are responsible for ensuring the safety and security of our students while treating them with honesty and respect. Our Division of Student Affairs works closely with campus and community partners to provide a number of resources to assist students and their families.
The BRT serves as the coordinating hub of a network of existing resources and focuses on prevention and early intervention in campus situations involving students experiencing distress or engaging in harmful or disruptive behaviors.
The BRT will develop intervention and support strategies, offer case coordination, and will regularly review situations and recommend actions in accordance with existing university policies.
Members of the BRT will address every report that is submitted to the team. Intervention by the BRT members typically involves handling confidential information, so those filing the report will not necessarily know the resolution of the BRT situation.
All concerns are taken seriously and will be investigated promptly.
Ordering Supplies
Facilities and Procurement have established a campus COVID-19 supply storeroom for disinfecting department offices, suites, conference rooms, and lab equipment. Supplies have been ordered in bulk to assure product availability and help lower costs to departments. Products are available for departments to order through eSHOP using the "COVID-19 SUPPLIES ORDER FORM." Available items include disposable masks, hand sanitizer, and disinfectant wipes.
In order to help plan for fall supply planning, all departments are asked to complete the "COVID-19 FALL PLANNING FORM," which is also available in eSHOP. Providing an estimated monthly quantity of supplies needed on hand for areas such as office spaces, conference rooms, and lab equipment will help assist Facilities and Procurement with ordering enough items for the Fall 2020 semester.

Why do all faculty, staff, and students need to wear masks in hallways, common areas, and breakrooms?
Masks minimize how many infectious particles are released into an area. Infectious particles can spread just by breathing and it is the most common way COVID-19 spreads from person to person. People infected with COVID-19 can spread this to others before they develop symptoms.
All UNO faculty, staff, students, and visitors (including contractors, service providers, and others) will be required to use a facial covering at all times when indoors (including elevators) on the UNO campus. Facial coverings are also required in outdoor settings on the UNO campus if safe social distancing and gathering practices are not possible.
In some instances, people with COVID-19 infection never develop symptoms. Wearing a mask limits the spread of potentially infectious particles. Studies also reveal masks offer some protection to those wearing it. A study out of Hong Kong on the SARS coronavirus demonstrated people who frequently wore a mask in public were half as likely to be infected.
Where is it appropriate to wear a cloth mask?
Cloth masks are appropriate anytime you're out in the community, running errands or in social situations. At work, cloth masks can be worn in office settings, hallways, breakrooms, and common areas.
When do I need to wear a face covering?
All UNO faculty, staff, students, and visitors (including contractors, service providers, and others) will be required to use a facial covering at all times when indoors (including elevators) on the UNO campus. Facial coverings are also required in outdoor settings on the UNO campus if safe social distancing and gathering practices are not possible.

If I'm in an elevator, should I wear a face covering?
Yes.
If masks are so important, why doesn’t everyone wear one?
All faculty, staff, and students should follow the campus interim face covering policy.
What is the protocol when faculty, staff, or students see someone who is not wearing a face covering? How do we enforce this?
As of August 3, all UNO students, faculty, staff, and visitors will be required to wear a face covering per the Interim Face Covering Policy. Encourage individuals to wear a face covering. Many areas around campus will have disposable masks. If the individual refuses, please use the Behavioral Response Team Form.
Is there a clear mask available for departments?
Clear masks have not been ordered but may be available for purchase. Face shields have been ordered; instructors teaching in-person will receive face shields. Please check with your department supervisor if face shields are needed in your area.
Cleaning
What is the best practice for cleaning common areas in the day: after each use or at regular intervals?
Encourage students, faculty, and staff to disinfect their workspace before and after use. It is beneficial for departments and units to establish a regular disinfecting schedule to ensure it has been completed.
What is the best way to disinfect cloth seating?
Some high traffic areas are using electric static sprayers to disinfect cloth seating. Please check with Kraig McDonald at kraigmcdonald@unomaha.edu to discuss the specifics with your area.
Will wall-mounted hand sanitizer stations be made available for departments/units to put at the entrances of their areas?
Because wall-mounted hand sanitizer stations can be troublesome to refill and replace, it is recommended to purchase refillable counter-top hand sanitizer containers through eSHOP.
How soon will orders be fulfilled?
While supplies are in stock, orders are being filled as quickly as possible. Upon order confirmation, you’ll receive directions on when and where to pick up your items.

What is the best way to enforce social distancing?
Using prompts, such as signs or stickers, can be helpful. See approved signage. Rearranging furniture in your space to create physical distance can also be helpful.
Communication
What will determine whether it is safe to re-open campus this fall?
The health, safety, and wellness – both medical and emotional – of our students, faculty, and staff, is the guiding principle in UNO’s efforts to re-open campus.
Assuming that we have a reasonable trend in all of the disease transmission parameters, and we have reasonable control of access to quality health care, testing, and supplies, that would make opening our campuses safe. However, UNO’s ability to fully reopen will depend on the specific academic, clinical, and research environment in question.

Since we won’t be able to drop into classes to promote our student-facing services (example: MSLC), what is the best method to promote these benefits?
University Communications has designed a learning module promoting many student-facing services. In addition, it may be helpful to create digital marketing for instructors to email to their students. Submit your ideas to University Communications Start Your Project form.
Other Questions
Do we have to pass through any check stations in order to come to campus or does the 1-Check app suffice?
The 1-Check app will provide direction if it is safe to come to campus. There will not be any checkpoints; however, it is recommended to use the app prior to coming to campus and staying home if you feel sick.
What is the parking protocol?
Please see the parking announcement released July 29.
Do I need to print signage for entrances to my building or just my department?
Only for your department – access approved signage online. Facilities will provide signage for the common areas and multi-purpose areas on campus.
