Board of Regents Bylaws: Chapter V. Responsibilities and Rights of Students (5.9 Student Communications Media)
Student publications and broadcasting stations shall be supervised in a manner such that editorial freedom will be maintained and that the corollary responsibilities will be governed by the canons of ethical journalism. Student publications financed in whole or in part by fees collected from all students at a major administrative unit shall be supervised by a publications committee for each major administrative unit. This committee shall have the full responsibility of a publisher and the power of decision on the proper application of the canons of ethics. Students shall comprise a majority of the membership, but the committee shall also include members of the faculty and professional journalists from outside the University.

Excerpts as of 4/29/04: "The publications committees on each campus will be made up of nine (9) members. There will be five(5) students, two (2) faculty members, and two (2) professional journalists from outside the University. In addition, a professional journalist from outside the University will be hired as a part-time advisor."
"On each campus the faculty members of the publications committee will be selected by the campus Chancellor from a list approved by the faculty senate. The student members of the publications committee will be selected by the campus Chancellor from a list approved by the student senate..."
"Student members will serve one -year staggered terms..."
"Faculty members of the publications committee will serve three-year staggered terms."
(By November 1, of appointment year for Faculty Position A, a list will be sent to the UNO Chancellor, which must contain a minimum number of nominees equal to two times the number of positions to be filled, and by April 1, for Faculty Position B. This will take place every third year for three year terms. The UNO Chancellor will then appoint one replacement. Faculty Position A's term will begin January 1 following the nomination process, Faculty Position B's term will begin July 1, following that nomination process.)
Terms: Faculty have 3-year, staggered terms. Students have 1-year terms.
