Hans Louis-Charles is an Assistant Professor in the School of Public Administration at the University of Nebraska at Omaha (UNO). At UNO, Louis-Charles teaches both undergraduate and graduate level courses in the Emergency Management and Disaster Science Program. Before joining UNO, Louis-Charles was a graduate research assistant at the Disaster Research Center at the University of Delaware - the oldest center in the world focused on the social science aspects of disaster.
Louis-Charles conducts applied and theoretical research utilizing the social vulnerability paradigm, human security, and environmental justice. This approach places the individual at the center of concern of the environmental/ human-made disaster for better-informed policy and practice in the field of emergency management. His research employs qualitative and quantitative research methods including the use of geographic information systems (GIS).
Louis-Charles is currently the Co-Pi of SURGE Capacity in Disasters, a 2017-2019 National Science Foundation INCLUDES project, focused on the long-term recovery of the U.S. Virgin Islands following the 2017 Atlantic hurricane season. Louis-Charles is also a founding fellow of the William A. Anderson Fund (BAF) for hazard and disaster mitigation education and research. He served as the inaugural chairperson of the BAF student council and currently serves on the board of directors.
