Piper has over 25 years experience in applied urban research and his work focuses on cost-effectiveness studies, program evaluation and public policy analysis. He is co-author of A Cost-Effectiveness Analysis of the Douglas County Drug Court, A Recidivism and Cost-Effectiveness Evaluation of Nebraska’s Serious and Violent Offender Reentry Program, A Cost-Effectiveness Study of Gaps in Substance Abuse Treatment Services in Nebraska, and The Evaluation of the Coordinated Response to Domestic Violence in Omaha, The Domestic Violence Victim Assistance Client Survey and Domestic Violence Issues in Rural Nebraska.
