Abstract:
A certain government from a certain country has $B to be distributed to each of n departments Di: i = 1, 2, ..., n in this government. The funding will be determined by means of proposals. Thus, a decision will be made based on the cost needed to accomplish the project and the benefit returned from the accomplishment of the proposed plan. There is no limit on the number of proposals submitted from each department, as long as the item proposed is necessary.
