All proposals to an external sponsor must be routed through the office of Sponsored Programs & Research (SPR) for review, institutional approval and submission to the sponsor.
All award agreements are between the external sponsor and the Board of Regents of the University of Nebraska. Therefore, the Board of Regents is the legal applicant, not the department, college or individual.
Responsibilities of Project Director:
-The UNO institutional forms needed for each proposal are available on the SPR webpage and include the Proposal Request Form (PRF page 1 and PRF page 2), the UNO Facilities and Administrative Costs Form, and the UN Disclosure of Interest Form for proposals over $5,000).
-You will need to sign the forms as project director and obtain the signatures of all UNO co-project directors, as well as the chair(s)/director(s), and dean(s) of the participating departments/schools and colleges.
-If your proposal includes a sub-agreement with another institution, SPR will work with you and your collaborator's institution to prepare an Intent to Form a Sub-Agreement, with a work statement and budget.
-We suggest that your proposal and signed forms arrive in the SPR Office at least 5 working days prior to submission deadline. Please include sponsor guidelines with your proposal.
-Visit with the SPR staff as soon as you decide to prepare a proposal.
-Talk with your chair and dean to let them know about your proposal.
-Discuss your proposal with the sponsor's Program Administrator before you submit your application.
-Have your budget developed early by SPR to avoid last minute problems.
