Federal Budget Expert to Speak at UNO Alumni Center Oct. 4
Omaha - The University of Nebraska at Omaha (UNO) College of Public Affairs and Community Service (CPACS) will co-sponsor a luncheon with the Great Plains Government Finance Officers Association on Thursday, Oct. 4, that will feature Rudolph Penner, a nationally-known expert on the federal budget.
Penner is a Fellow at the Urban Institute and holds the Arjay and Frances Miller Chair in Public Policy. Previously, he served as director of the Congressional Budget Office from 1983 to 1987. He has also been a resident scholar at the American Enterprise Institute and managing director of the Barents Group, a KMPG company. Previous posts in government include assistant director for economic policy at the Office of Management and Budget, deputy assistant secretary for economic affairs at the Department of Housing and Urban Development, and senior staff economist at the Council of Economic Advisors. Before 1975, Penner was a professor of economics at the University of Rochester.
He is the author of several important books on federal policy, including: Updating America's Social Contract; International Perspectives on Social Security Reform; and Broken Purse Strings, Congressional Budgeting 1974-1988.
“We’re extremely excited that Dr. Penner is visiting Omaha to share his perspective on the federal budget and the policy choices we are currently facing” said John Bartle, acting dean of CPACS. “Penner is one of the most widely respected experts on both sides of the aisle and brings a refreshingly frank view of the situation.” Penner’s presentation is titled “The Hard Road to Fiscal Responsibility.”
