Article I. Identification
1.001 This organization is the 249th chapter
of Kappa Kappa Psi National Honorary Fraternity, located at the
University of Nebraska at Omaha. This organization shall be designated
the Kappa Iota chapter, as assigned by the National Council of Kappa
Kappa Psi.
Article II. Purpose
2.001 The purposes of Kappa Kappa Psi National
Honorary Band Fraternity are as follows:
1. To promote the existence and welfare of the college and university
bands and to cultivate at large a wholesome respect for their
activities and achievements.
2. To honor outstanding bandmembers through privilege of membership
extended as a reward for technical achievement and appreciation for the
best in music.
3. To stimulate campus leadership and promulgate an uncompromising
respect through the medium of the college band for gracious conduct,
good taste, and unswerving loyalty.
4. To foster a close relationship between college bands and promote a
high average of attainment by the performance of good music and
selection of worthwhile projects.
5. To provide a pleasant and helpful social experience for all engaged
in college band work and to cooperate with other musical organizations
in any manner consistent with the purposes of the institution at which
the chapters are located.Article III. Membership and Organization Eligibility 3.001 Membership eligibility includes all currently enrolled students of the University of Nebraska at Omaha who pay University Program and Facilities fees at UNO. 3.001.1 Members shall be a performer in good standing in any university band for at least one (1) semester during school year. 3.001.2 Members shall maintain a cumulative GPA of no less than 2.5. Members initiated before 2008 must maintain a cumulative GPA of 2.0 as required by the previous Kappa Iota Chapter Constitution. 3.002 The organization must have enough members to fill all offices as prescribed by their constitution. All organizations must have at least four members to be considered active. 3.003 Members shall remain in good financial standing with the chapter. 3.003.1 Active member dues shall be due September 1. 3.003.2 Initiate dues shall be due fifteen (15) days after initiation. 3.004 It shall be the duty of each active member to attend all chapter and committee meetings and participate in all official functions as required by the chapter. 3.004.1 Members shall be responsible for heading up at least one (1) project within their respective committee each academic year. Failure to complete this requirement will result in disciplinary action based on Article 3, Section 4 of this Constitution. Section 1-Method of Selecting Members 3.101 A bandmember may be offered entry into the Membership Education Program of the Fraternity after the satisfactory completion of one (1) term as a member of the college or university band unless an exception is made by the Chapter Sponsor. 3.102 The prospective member shall be a band member who possesses unusually good character and demonstrates leadership potential. 3.103 Membership shall be granted upon the successful completion of the Membership Education Program. Section 2-Types of Membership 3.201 Chapter membership shall consist of seven (7) types: Active, Associate, Conditional, Inactive, Alumni, Life, and Honorary membership, as defined by the Kappa Kappa Psi National Constitution (Article 3, Section 5). Section 3-Attendance 3.301 Each member will be allowed one (1) unexcused and two (2) excused meetings (including committee and full chapter) absences per semester. 3.302 An excused absence requires at least twenty-four (24) hours notice, prior to the meeting, to the President and Sergeant at Arms. Extenuating circumstances will be considered by the Exec Board. 3.303 An excuse form must be filed, within twenty-four (24) hours of returning to campus, in the designated location. 3.304 Members shall be required to attend at least one (1) service event per semester and one (1) social event per year. Section 4-Methods of Membership Revocation 3.401 Upon due cause, a member of the Fraternity may be placed on probation following a favorable vote of seventy-five (75) percent of the chapter’s eligible voting membership and approval by the chapter sponsor. 3.402 A member placed on probation shall be informed, in writing, of the following: the reasons for probation; a specified time period in which to make restitution; and the obligations needed to be fulfilled within that time period. Fulfillment of all obligations within the specified time period shall return said member to previous membership status. Fulfillment of all obligations shall be approved by the chapter and sponsor. Failure to complete all obligations is just cause for either an extension of the probationary term or for the initiation of suspension proceedings. 3.403 Upon due cause, a member of the Fraternity may be suspended following a favorable vote of seventy-five (75) percent of the chapter’s eligible voting membership and approval from the chapter sponsor. Suspended members may not participate in any Fraternity business, projects, or activities. 3.404 A member placed on suspension shall be informed, in writing, of the following: the reasons for suspension; a specified time period in which to make restitution; and the obligations needed to be fulfilled within that time period. Fulfillment of all obligations within the specified time period shall return said member to previous membership status. Fulfillment of all obligations shall be approved by the chapter and sponsor. Failure to complete all obligations is just cause for either an extension of the suspension term or for the initiation of expulsion proceedings. 3.405 Upon due cause, a member of the Fraternity may be expelled following a favorable vote of seventy-five (75) percent of the chapter’s eligible voting membership and approval of the chapter sponsor. Such expulsion must conform to the rules and regulations of the local institution involved. The member will be given a hearing before the said motion is voted on. The vote will be a secret ballot, and the member will be informed of the vote totals. Having been expelled, the member shall return to the chapter all regalia and property of the Fraternity being held, and the name shall be stricken from the Master Chapter Roster at the National Headquarters. Article IV-Officers 4.001 Officers of this chapter shall be President, Vice President-Membership, Vice President-Service, Secretary, Treasurer, Historian, and Sergeant at Arms. The Sponsor/Advisor shall serve as member ex-officio. 4.002 The new officer’s term shall begin immediately following the New Officer Induction Ritual. 4.003 Each officer shall serve in the office for the period of one (1) year. Section 1-Qualifications of Officers 4.101 Each officer shall be an active or associate member in good standing at the time of election. 4.102 Each officer shall be capable of representing the chapter under all normal conditions, while keeping the best interests of the chapter at heart. 4.103 Each officer shall be willing and able to devote the necessary time to the execution of the office. Section 2-Nomination Procedures 4.201 Nominations for each office shall be made from the floor of the meeting four (4) weeks prior to the last scheduled meeting. Prior to nominations, the chapter members may be informed of each officer’s full duties and requirements. 4.202 All nominations must be seconded and the member nominated must accept to be considered for the office. 4.203 Nominations will be closed at the conclusion of the meeting. 4.204 Nominees shall submit a platform for each office that they are running for. The platform shall outline necessary qualifications and goals for the office and shall be due at a time determined by the chapter. Section 3-Election Procedures 4.301 Elections shall be held at the third to last scheduled meeting of the Spring term. 4.302 Elections shall be run by the current Chapter President. 4.303 The order of election shall be President, Vice President-Membership, Vice President-Service, Secretary, Treasurer, Historian, and Sergeant at Arms. 4.304 Elections shall be by secret ballot. 4.305 Votes shall be tallied by the Chapter Secretary and President unless the person is running for that office. Under those circumstances, the Sergeant at Arms shall step in. 4.306 Officers shall be elected by a majority vote of the entire voting membership. 4.307 The results of the elections shall be made known following the final counting of the votes. 4.308 A candidate not elected to his/her nominated office may slate down and choose to run for any other office, provided that s/he submitted a platform for that position. Section 4-Duties of an Officer President 4.401 The President shall preside at all chapter and executive council meetings of the organization. 4.402 Shall be a member ex-officio of all chapter committees. 4.403 May sign checks for monies disbursed, contracts, and other instruments of business involving the chapter, in the absence of the Treasurer. 4.404 Shall be responsible for filing all chapter forms to the National Headquarters of the Fraternity. 4.405 Shall be the primary contact for official inquiries from outside the chapter. 4.406 Shall keep the chapter sponsor very well informed on chapter standings. 4.407 Shall be designated as the official representative of the chapter whenever such representation is required. 4.408 Shall vote in the event of a tie when his/her vote will affect the results, or when the vote is by ballot. 4.409 Shall provide leadership and assistance to all chapter activities. 4.410 Shall enforce the Policy on Hazing, Policy on Controlled Substances, and the Policy of Discrimination at all organizational functions and activities. 4.411 Shall update and maintain an organized notebook to be passed on to the next Chapter President. Vice President-Membership 4.412 The Vice President-Membership shall, in the absence of the chapter President, preside at the meetings of the chapter. 4.413 Shall advance the purposes of the fraternity as stated in the preamble the Kappa Kappa Psi National Constitution by promoting the work of the chapter as performed by its several officers and committees. 4.414 Shall be responsible for the Membership Education Program, training, and initiation of all members. 4.415 Shall oversee the Continuing Membership Education of all active members. 4.416 Shall sit on the Ritual Committee. 4.417 Shall serve as chair of the Brotherhood and Membership Committee. 4.417.1 The Brotherhood and Membership Committee shall be responsible for planning and organizing all social events. 4.417.2 Shall be responsible for planning and executing the MEP and CES. 4.418 Shall update and maintain an organized notebook to be passed on to the next Chapter Vice President-Membership. Vice President-Service 4.419 The Vice President-Service shall serve as chair of the Service Committee. 4.419.1 The Service Committee shall be responsible for the planning and organization of all service events. 4.420 Shall document all service activities. 4.421 Shall serve as the contact point for all faculty-initiated projects 4.422 Shall update and maintain an organized notebook to be passed on to the next Chapter Vice President-Service. Secretary 4.423 The Secretary shall record and maintain the minutes of all chapter meetings; including, but not limited to committee meeting minutes and full chapter minutes. 4.424 Shall post and disperse minutes via e-mail within twenty-four (24) hours. 4.425 Shall keep a current membership roster with school addresses and phone numbers, as well as parent’s addresses and phone numbers for each active, associate, and conditional member. 4.426 Shall compile and distribute to members a chapter roster at the second meeting of the fall semester. 4.427 Shall maintain a permanent record of each new member of the chapter including name, address, and instrument played. This information is to be included on a roster distributed to the chapter one (1) week after the PM Ritual. 4.428 Shall collect permanent address information and dispense Life Membership applications to all brothers graduating or leaving the college or university, and serve as a contact point for area alumni. 4.429 Shall submit any articles from the chapter to the Podium and/or Midwest Notes. 4.430 Shall send out Chapter correspondence, such as invitations. 4.431 Shall be responsible for checking and distributing the Chapter mail. 4.432 Shall sign all contracts and other instruments of business incurred by the Chapter. 4.433 Shall serve on the History Committee. 4.434 Shall update and maintain an organized notebook to be passed on to the next Chapter Secretary. Treasurer 4.435 The Treasurer shall control the receipt and disbursement of all monies of this Chapter. 4.436 Shall submit recommendations concerning the financial policies of the Chapter as may be required. 4.437 Shall sign all disbursement and authorization for monies disbursed. 4.438 Shall prepare and be responsible for keeping records of all Chapter finances. 4.439 Shall retain a copy of every financial transaction. 4.440 Shall serve as chair of the Finance Committee 4.440.1 The Finance Committee shall be responsible for creating and enforcing an annual budget. This budget is to be presented at the fifth full chapter meeting of the year. 4.440.2 Shall be responsible for planning and organizing all fundraising events. 4.441 Shall update and maintain an organized notebook to be passed on to the next Chapter Treasurer. Historian 4.442 The Historian shall serve as chair of the History Committee. 4.442.1 The History Committee shall be responsible for the documentation of university bands and Chapter history through various mediums. 4.442.2 Shall be responsible for reporting of Chapter news to the National Headquarters, organizing Chapter files and historical documents, preparing an annual scrapbook/yearbook, preserving Chapter history, researching and compiling chapter history, giving historical presentations, maintaining contact with the National Archive and History Coordinators, and determining what items should be sent to the National Headquarters for the archives as explained by the National website’s Chapter Historian’s Guide. 4.442.3 Shall be responsible for creating and submitting a page for the district scrapbook. 4.443 Shall update and maintain an organized notebook to be passed on to the next Chapter Historian. Sergeant at Arms 4.444 The Sergeant at Arms shall be the authority on Robert’s Rules of Order. 4.445 Shall maintain order during all Chapter meetings. 4.446 Shall admit members into all Chapter meetings. 4.447 Shall take and record attendance at all Chapter and committee meetings and all other chapter functions. 4.448 Shall deliver all documents from the Executive Board to the designated member(s). 4.449 Shall serve as Chair of the Ritual Committee. 4.449.1 The Ritual Committee shall be responsible for the preparation and execution of all Rituals. 4.450 Shall update and maintain an organized notebook to be passed on to the next Chapter Sergeant at Arms. Section 5-Procedure to Fill Vacancies 4.501 In the event that an officer position becomes vacant, a special election shall be held. 4.502 Nominations shall be held the meeting in which the special election is held. 4.503 Elections shall be held immediately following the nominations. 4.504 The term of the specially elected officer begins immediately following the election. 4.505 The specially elected officer shall serve for the remainder of the term of the officer being replaced. Section 6-Impeachment Procedures 4.601 In the event that an officer is not performing his/her duties as stated in the constitution, any active or associate member may make a motion to recall that officer. 4.602 Following a second to the motion, a secret ballot shall be held to determine if the officer should be recalled. The officer in question may not vote. 4.603 If, and only if, a seventy-five percent (75%) vote is obtained, the officer is recalled from office and a special election shall be held immediately to fill the vacancy. Article V. Organization and Structure Section 1-Executive Board 5.101 The executive board consists of President, Vice President-Membership, Vice President-Service, Secretary, Treasurer, Historian, Sergeant at Arms, and Sponsor/Advisor (ex-officio). 5.102 The executive board shall meet once weekly or as required by the Chapter President. Section 2-Standing Committees 5.201 Permanent committees of the Chapter include: Brotherhood and Membership, Service, Finance, History, and Ritual. 5.202 Additional committees shall be created as needed by the Executive Board. 5.203 A committee may be disbanded by the Chapter President and the committee chairperson when the committee’s function is no longer needed. Article VI. Sponsor/Advisor 6.001 The Sponsor/Advisor shall be a member of the teaching or administrative faculty or staff who shall be approved by the Director of Bands. 6.002 Shall act as a consultant to the Chapter and assist the group in its growth and development. 6.003 Shall provide direction through advice, understanding, and clarification. 6.004 The Sponsor/Advisor and Chapter shall operate under the supreme authority of the Director of Bands. Article VII. Meetings and Procedures Section 1-Frequency 7.101 Meetings shall be held once every week during the fall and spring semesters, or as deemed necessary by the Executive Board. There shall be a minimum of one (1) meeting each month during the regular academic year. Section 2-Quorum 7.201 A quorum is defined as at least fifty percent (50%) of the voting membership. Voting membership shall consist of active and associate members of the Chapter. 7.202 Absentee ballots must be turned in to the Chapter President twenty-four (24) hours before the election meeting. To vote absentee, the member must submit a request, in writing, to the Executive Board no later than two (2) weeks prior to elections, outlining the reason(s) why they will be absent. The Executive Board shall rule on absentee requests at least one (1) week prior to elections. Section 3-Robert’s Rules of Order 7.301 Meetings shall use the guidelines defined by Robert’s Rules of Order as a basis for organization. Article VIII-Finances Section 1-Dues and Fees 8.101 Each active, associate, and conditional member shall be assessed annual dues, which includes the annual National membership fee, as well as local Chapter fee. 8.102 The due date for dues shall be September 1 in order to meet the National Chapter deadline of September 30. 8.103 New member dues shall be due fifteen (15) days after initiation. 8.104 The Chapter’s income shall be supplemented by fundraising activities planned by the Finance Committee. 8.105 Failure to meet financial obligations by specified deadlines will result in immediate chapter probation and further disciplinary action as specified in Article 3, Section 4 of this Constitution. Section 2-Procedures and Accounting 8.201 All monies of the Chapter shall be received and expended by the Chapter Treasurer. All expenditures shall be signed by the Chapter President or Treasurer. 8.202 Any major expenditure of over five hundred dollars ($500) will require the Chapter Sponsor/Advisor approval and signature. Article IX. Non-Campus Affiliation 9.001 Kappa Kappa Psi National Honorary Band Fraternity is the parent organization of this Chapter. 9.002 In all matters, the National Constitution of Kappa Kappa Psi National Honorary Band Fraternity supersedes the individual Chapter constitution. 9.003 The Chapter shall submit, to the National Chapter: An annual membership list, with dues-September 30, A fall activity report-December 1, A chapter summary report-June 1, Initiate registration form no more than thirty (30) days after Third Degree and Updated chapter officer information directly following officer elections 9.004 Dues shall be determined by the chapter and shall include an annual national membership fee as determined by the National Chapter and payable to the National Headquarters on or before September 30 of each year along with the submission of all appropriate forms. Failure to do so will result in a surcharge of twenty-five percent (25%) of the total member dues and chapter fee. 9.005 The Kappa Iota chapter is a member of the Midwest District of Kappa Kappa Psi. Article X. Amendments 10.001 Proposed amendments or changes to this constitution shall be presented to the Chapter in writing before a formal vote is taken. 10.002 Approval of an amendment or change in the constitution shall require two-thirds (2/3) of the eligible voting membership. Article XI. Student Government Approval 11.001 Student Government must approve all changes to this constitution in the same manner as a completely new constitution. 11.002 This constitution shall be reviewed every two (2) years and submitted to Student Government for renewal. |
